DEVCOM ANALYSIS CENTER BROAD AGENCY ANNOUNCEMENT FOR APPLIED RESEARCH

The purpose of this Broad Agency Announcement (BAA) under Federal Acquisition Regulation (FAR) Part 35 and Funding Opportunity Announcement (FOA) under 2 Code of Federal Regulations (CFR) 200.204 (henceforth referred to as “BAA”) is to solicit research proposals for submission to the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) for funding consideration. The DAC is the Army's foundation for data-driven analytical decisions across the lifecycle to ensure overmatch for a lethal Army. DAC’s mission is to: Inform Army modernization and readiness decisions with objective Analysis enabled through Tool development and Data curation. DAC partners across the national security enterprise to deliver fundamentally advantageous change that is rooted in the creation and exploitation of scientific knowledge. DAC accomplishes this mission by funding the areas of applied research (budget activity 6.2), as defined by 32 CFR 22.105, advanced technology development (budget activity 6.3), and advanced component development and prototypes (budget activity 6.4). Whitepapers for initial concept reviews and full proposals are sought from institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e. large and small businesses) for scientific research that supports the DAC mission. The DAC BAA generally conforms to the portfolio structured around research area based mission execution. Whitepapers and full proposals are expected to be for cutting-edge innovative research that could produce discoveries with a significant impact to enable new and improved Army technologies and related operational capabilities and related technologies. In an effort to provide DAC's research topics and related information in an easy to digest format, DAC has published the following public website listing all current DAC research topics: https://www.army.mil/article/261533, hereafter referenced as the DAC BAA topics website. DAC focuses on executing in-house research programs but supplements our efforts with support from the broader technology base and Academia. DAC funds a modest amount of extramural research in certain specific areas, and those areas are described on the DAC BAA topics website. Changes to these topics will be made using this website on an as needed basis. A change to the DAC BAA topics website is not an amendment to this BAA and will not be posted on https://www.grants.gov/ and https://sam.gov/. A change to this document, the BAA itself, is an amendment and will be posted on https://www.grants.gov/ and https://sam.gov/. DAC will maintain a daily static snapshot of the DAC BAA topics website to ensure submissions are aligned with listed research topics on the day of submission. Interested parties are encouraged to continually browse the DAC BAA topics website for white paper and proposal topics that DAC desires to explore. These specific research topics should be viewed as suggestive, rather than limiting. DAC is always interested in considering other innovative research concepts of relevance to the Army if those concepts align with DAC's mission. Through the Transformative Research in Special Education Grants program, IES seeks to support research and development of transformative solutions to seemingly intractable problems and challenges in special education. Transformative projects enact bold and innovative thinking, involve interdisciplinary collaboration, are inherently risky, and use high-quality research approaches to create high-reward, scalable solutions with the potential to lead to dramatic improvements for students with or at risk for disabilities. In FY 2027, the Transformative Research in Special Education Grants program will focus on Phase 1 grants to research and develop transformative solutions to dramatically improve preservice teacher education systems so they can better attract, train, and retain preK-12 general and special education teachers who are prepared to provide high-quality instruction and substantially improve outcomes for students with or at risk for disabilities. The National Endowment for the Humanities (NEH) Division of Lifelong Learning is accepting applications for the Public Humanities Projects program. The purpose of this program is to support projects that bring the ideas and insights of the humanities to life in three areas: (1) exhibitions, (2) historic site interpretations, and (3) public lectures and discussions. For 2027, NEH welcomes applications that promote deeper public understanding of the following topics: Western civilization and America’s place in it; great works of literature, history, philosophy, and theology and their relevance to contemporary questions; the 250th anniversary of the American Revolution; civic education; civil discourse; cultural literacy, and the practice of close reading. Public Lectures and Discussion Forums must address one of these interest areas.

Cooperative Agreement for Affiliated Partner with the Colorado Plateau Cooperative Ecosystem Studies Unit (CESU)

U.S. Geological Survey's (USGS), Northern Rocky Mountain Science Center (NOROCK), is offering a funding opportunity to improve assessments of floodplain connectivity and riverscape health. Current approaches to identify floodplain connectivity across the western United States rely on field data, limiting inference and spatial extent of data. However, existing lidar datasets through the USGS provide unique opportunities to develop approaches using lidar elevation data to provide robust estimates of floodplain connectivity. The ultimate use of these data would be to identify factors limiting healthy riverscapes across the Great Basin. The CESU partner in collaboration with NOROCK's research fisheries biologist will advance the ability to evaluate riverscape health by addressing one or more of the following considerations to improve assessments of riverscape health: Develop a workflow for using lidar to estimate floodplain connectivity within riverscapes in the Great Basin. Demonstrate the benefits this approach in comparison to existing methods. Quantify continuous estimates of floodplain connectivity across portions of the Great Basin. Results will be useful to the broader community working to assess and restore the health and ecosystem services of riverscapes in the Western US in relation to drought, land management activities, and fish and wildlife populations. Biologists and geomorphologists from NOROCK and the CESU Partner will collaborate with federal and state agencies and NGO partners to ensure their approach and data are accessible, scalable, and transferable to encourage the uptake by the broader scientific community involved with riverscape health assessments and restoration actions. This project focuses on using remote sensing products to efficiently direct resources to restoration of rivers and riparian areas. Using lidar data to map the health of riverscapes supports: SO 3435 - Implementation of the Expanding Public Lands Outdoor Recreation Experiences Act (June 25, 2025) SO 3442 - Land and Water Conservation Fund Implementation by the U.S. Department of the Interior (September 4, 2025) Improving methods beyond field data by leveraging available lidar data will provide continuous, robust measures of riverscape health, thus supporting and restoring Gold Standard Science approaches: EO 14303 – Restoring Gold Standard Science (May 23, 2025) SO 3441 Implementing the Requirements of Executive Order 14303, Restoring Gold Standard Science, May 23, 2025 (August 29, 2025) Restoring our riverscapes will inform Land and Water Conservation Fund Implementation by the U.S. Department of the Interior: and the lead to improved riverscape health that align with the Implementation of the Expanding Public Lands Outdoor Recreation Experiences Act. Further, the benefits of this project will provide cascading benefits to fish and wildlife, thus recovering populations and species.
